I think areas that are a 10-15 min walk either the Anacostia metro station, 11th St.

Total cost of the downtown streetcar project remains $102 million for a 2.2-mile route (with 4.4 miles of track running both ways) from River Market to near rebuilt  Union Station.

Or just open a business Gas Stations, Convenience Stores, small hotels/motels require 24/7 staffing they all require 5-10 people to run the whole thing, close family/friends all can live in close quarters working the business.
