Also, so you won't have to rely on second hand anecdotal evidence of strangers online (including me). 

Instead of just repeating yourself with statements like "it is illegal" and "look it up" and "it's a fact" why don't you try supporting your argument with evidence?? 

Make sure you also analyze the economy of the region and it's creating jobs and that it's not based on anecdotal evidence of the area being hip.

Did the municipality submit any evidence?

I've just read this as well and I'm curious what has been the result of this and who else has evidence of it? 

@Michael Smythe  I am trying my best here but your lack of understanding of how insurance works is making my job more difficult :) The certificate I shared is evidence of a GL policy that insures my construction business first and foremost.

There used to be a meetup that I have seen evidence of in the forums but I am unaware of an active meetup for Cape Cod investors.

I'd say you're allowing your ambitions to overload your expertise and qualifications, asking the question you asked is evidence of you expertise in business law, so you're not a legal professional to be in a position to say you can provide professionally prepared documents.
