This tells me that submetering might drive all tenants out (almost all units on the rent roll are $25-125 below average rents, including the competition) and that even if I underprice the competition by $25-$40 or so, I'll likely loose to them (as the winter heating bill will easily eat that up.

In addition to what Jeff said above, make sure you consider the impact of moving water supply/drain lines -- depending on where they are coming from (likely below), you'll need to get access to that location to move things around.

I use a simple spreadsheet when I'm rehabbing a unit, and paying for capital expenditures or other repairs, and that works for me, but a regular maintenance scheduling program (they may already have one) sounds useful - when filters need changing, when to call the mowing crew to start and stop for the year, landscapers, gutter cleaners, etc.
