If the auction terms don't deliver "clear title", then yes.

Most 1 to 4 residential loans are delivered to Fannie Mae and Freddie Mac.

Our clients often pay with money orders, hand delivered to the office. 

This time it's still an "ad value", however, the new element is this commercial unit attached, and two of the 4 apartments will be delivered vacant. 

Work the math out so you can point to solid evidence that you can make the deal work and then have them help you word it and deliver it.  

At the least, the realtor has not delivered a reliable tenant who will go on to fulfill the obligations of tenancy.

It is not very common for owners of these types of homes to have 70+ years of repair history on hand, let alone have delivered that to the company selling said property.Your best bet when buying a home (especially from afar) is to pay an uninterested 3rd party inspector to go through the home with a fine tooth comb.

I would probably go after him until proof is delivered to you that he has enlisted.  

I hand deliver this letter whenever a tenant hasn't paid their rent in full and the grace period has elapsed.
