You're targeting investors, which is good, but don't forget to target real estate agents! 

What kind of targeted leads did you choose to focus on?

Can anyone recommend a company that provides targeting mail lists?  

So my idea is to send a letter to the target offering them to buy a property or list with me.

I guess because I don't know what area to target.

Or, on social media.3) Use a skiptracing service to determine if owner maybe living elsewhere in the area, a senior living facity or relocated out if the area, but still alive.4) Budget $1,000 for a private investigator to find your target owner and provide you the contact info. 5) If you aren't willing to risk the money for the search effort, then you definitely aren't ready  to attempt anything more risky like adverse possession. 

I've targeted Phillipsburg - not the best area but there are nice areas and the town is finishing a brand new high school.
