I’ve received several recommendations including rehabbing one unit at a time while keeping the other units occupied to minimize holding expenses, while others have suggested vacating the entire property upfront prior to renovations.

They are poison and things are unlikely to ever get better.If they're not to the point of eviction, simply give them a 30-day notice to vacate and see if they leave.
