Car Dealerships do the same thing.They tell you they’ll apply the estimate bill into the work being done.I look at this as a sign of being ripped off sometimes but mostly it’s because they need to get paid for their time and if you have skin in the game you’ll likely go with whatever price they end up quoted because you don’t want to lose money/are all ready committed.Sometimes its worth paying that small price and learning and sometimes it’s a rip off situation.Best thing to do is find a reputable company.
