In Australia, no way, there are laws that will only allow foreigners to buy a certain product and its been clamped down of late.

Educate the tenants to use septic safe TP, don't flush certain products, and you (not the tenant) should get the tank pumped every 2-3 years, or whatever the installer recommends.
