The banks I do business with don’t do construction loans to private people, and I am not sure I have the income to get the kind of loan that I might need.

NO one returned calls, emails and then I received city violations notice in the beginning of March for 5K for the exteriors condition, emergency boarding of the property (multiple times) and a variety of other issues.  

Might be viewed illegal, but politicians don’t seem to notice the little things.

It depends on what state you live in but you would probably just give the manager proper notice to pay rent or vacate.
