@Jordan Coates this is exactly what I do, I either by a fixer upper and implement the BRRR strategy in order to refi and get my cash back out (if I'm using the HELOC for the entire purchase and rehab).

Water usage could also be high as you have 3 adults and 2 kids living there.Lowering your rent to $750 with a high water bill is not a good idea.If the cabinets need a pick up-give them a coat of paint and some new hardware, but with 3 adults and 2 kids and pets....chances are they will be damaged before the paint can fully cure.
