In summary, I do believe it depends more on your local market as opposed to the economy as a whole.

Commercial lenders much prefer to see high liquidity as opposed to a high net worth where that net worth is locked up in an illiquid asset like real estate.

The exterior is permastone/stucco and cement board siding, while the interior is plaster and drywall.  

Exterior in need of a lot of work--- paint, siding repair, porch railing, landscaping, etc.

On the new plan, I would change the swing direction of the exterior door. 

If the HOA dues cover the exterior, could I adjust the CapEx down much?

That invovles most basic things like walls, flooring, exterior, bathrooms and kitchen remodels.
