I'm acquiring rentals to help offset my income so I can eventually walk away completely or at least first change jobs to work less hours and spend more time with family, even if it pays less then the rental income will help there, but continue building my portfolio so I can in the near future retire completely from a w-2 job to enjoy life experiences with my children before they are all grown and out of the house.

At this point I don’t think it is safe for her and her  three small children to remain there if he can so easily access them.  

Parents with school aged children often want their kids attending a school within the Elk Grove Unified School District which is located very close to some neighborhoods in South Sac sometimes even across or down the street although their physical address may still show Sacramento, 95823/28 instead of Elk Grove, 95624/etc.Feel free to send a message if you have any questions!

Most people with little kids want to be on the same floor as their children.

Especially if they have school age children.  

Even a 4 bed is likely to attract families with more children. 3 bed are the most ideal as rentals. 

Regardless of what your friend think of him, buying a real property (a car w/o title), a house that has cloud title, from him, your parents, children does not change the situation.
