@Jesse Li  these rules were spawned out of the POST GFC  08 to 2011 melt down.. in those days in many areas including FLA you could easily find those properties.

So, for someone with a lot of money in a country where the currency is volatile, they may consider "storing" money in SF real estate a better idea that possibly losing 40% this year from fluctuations (SF is one of the most well known cities in the world and draws a lot of international interest).Secondly, for those doing this locally, you also have to remember that the very poor condition home that was rehabbed could easily be worth a few hundred thousand dollars more now depending on where it is.

This is what I have so far:Lets say I replace all of the rooms and living room w/ 10mm laminate from lowes at $1.79/SQFT at $0.99 install (I could do this myself or my wife could easily if we get a weekend during the rehab) Total = ~900*$2.78 = $2511Kitchen and baths w/ tile at about $2.40 and $0.80 install is what they quoted me for my porcelain wood tile my my house so Total = ~220-250 =  235*$3.10 = $730Floors Total = ~$3300 plus maybe $200 in prep?
