It's not "harassment" to send them a final invoice just like you would send them a refund if they had anything left over.You could take them to court, seek a judgment, and then send it to collections if they still refused to pay.

I think you're doing the right thing by seeking legal assistance, I believe there is a formula they follow and should let you know if you fall within that threshold to take that case on or not (I did this for a North Bergen multifamily i bought back in 2019, unfortunately it wasn't successful lol). 

Look for banks that keep their loan "in-house", which means they make their own lending rules and have more flexibility, especially for houses in disrepair.Keep in mind the loan will prob be variable, as it's more of a business/commercial loan.

I like that it is pretty simple but has flexibility because it has the affect of financing rates.
