Like my section clients in Baltimore do pretty well.. but other markets like Jackson MS and  E cleveland and such just not worth it.. your units get beat up .. they take the voucher to the next freshly rehabbed unit and move in.

That said, IMO there is zero excuse for doing poor quality work whether you're laying Italian marble or cheap vinyl.It's really not hard to make low-end materials look nice and fresh for long enough to satisfy a new tenant.
