Rental owner is very stinky sometimes lol  , I'm PM also for my own property, so I know the pain

In Cleveland, it is a pain to set up water in tenant's name, so owners usually do a charge back of some amount ranging around $50-$85 (depending on area and size).

It can be a real pain and a lot of work for your PM.The ideal solution is to take over management and let your REALTOR deal with the tenants directly.

If they are simply looking to see what you would offer they likely aren't going to take anything too low, as there's not enough pain that they are experiencing making them want to sell at a discount. 

We bought it sight unseen which i'm fairly comfortable with these days but buying really cheap houses in neighborhoods like this is always a pain.

I bring this up because the biggest pain point for beginner flippers is finding contractors.

Suppose you have a good cleaner and handyman that takes some of the pain away.

I had mine break and it wasn't a problem either other than the door was a pain to open manually.
