Using burner or Google Voice or any other means of a number that does not trace back to you is all fine and good,  but what happens when a city official is trying to teach you and realized your number is not traceable and calls you as an interested party that wants to sell you his house and wants to meet and then hands you a violation and fines you.?

When I confirm that the transfer of utilities has been done I give them the combination of the lock and the home is officially theirs.

They work hand in hand in most cases.I would speak to the town zoning / planning and construction code officials to ensure you are not going to be required to upgrade or install any new system.
