What can suck about this business is that there are people out there that, instead of seeing your offer to assist them as something they should be grateful for, they see it as a sign of weakness they can exploit and take advantage of.

If they are TAW then you can do that with proper notice, but if you don't lower the rent be prepared that they might get pissed and leave (I am assuming these units pay a premium over the ones that pay their own heat).If they are on leases you will pretty have to suck it up until they are up for renewal.
