Ultimately, I agree with @Ian Tvardovskaya, if you've done the math go with the BRRRR strategy. 

There's absolutely no need to run fake rental ads to "test the market."

I have moved forward with having the soil tested in prep for replacing the entire system, but Im just wondering if anyone has any other suggestions or scenarios they could offer for my situation.

Many of those senior programs are needs-tested, which means she can't show assets other than a primary residence - that may be what she's talking about. 

@Tyler Ettner - If you're ultimately wanting to be living in SB and Tahoe is a way to get free rent, I guess the questions for me become; how much would living in Tahoe slow you from your goal?
