Whatever direction you end up pursuing, the quality of the asset (ie market, location & desirability) is the most important consideration imo.

He may get his desired return at a 50/50 split, or a 95/5 split - but since he is putting in the capital, I would assume (hopefully) that he/she has a return in mind that they are looking for. 

It seems that garden might be more desirable to live in for couples and small families but the mid/high rise has it's place for singles and possible retirees. 

Relocated washer and dryer hookups and water heater to a more desirable location.

Bottom line, it comes down to the following:1) Do you have desire to be actively involved as a landlord?

They are potentially desiring to put the property up for sale on BP. 

Hello Bigger pockets community.Apparently my initial welcome to the community was frowned upon because I mentioned the desire to "build partnerships".

We looked for the highest home value areas and then looked for deals in those areas--also made sure that it was in a desirable area for close proximity (but not too close) to military bases.

Home is, 2016, new construction 3/3 in a highly desired neighborhood.

Even on the high side, it's only a fraction of a percent.To me, it would make sense that the referenda is to make the school better, which makes it more desirable and the market response would be an increase in rent.
