Just my opinion, but if states enact this and close somewhat one sector of business, they have to have a way to compensate or close all sector of business (not allowing lenders collect for example).

The option of time extension is not available, investors already have the max amount invested so cannot go round two, the lender doesn't allow mezzanine financing, seller financing is also unavailable.

I am in between tenants and am even considering leaving the house vacant.To collect overdue rent, I believe in normal times you would serve them the appropriate form, and then file for eviction after 14 days.
