Can anyone shed a little light on this? 

I spend hundreds of dollars a year to get the best light bulbs for every fixture.  

I'll make sure to get them the proper disclosures and warnings.

Breaking that up typically mean separate electric meters, disconnects, panel for each unit as well as a common meter for landscape lights, walkway lights, fire and smoke alarms, common laundry, pumps etc...in addition to the rewiring that is necessary to break it up on the inside.  

They have a battery powered red blinking light to make it seem legit.

It seems light for our area even though you can enter a zipcode.Means is a cost book "used" in commercial construction.  

ie, attic vent fan, outside outlet, porch light, etc?

I should say that the materials I'm buying is all finish stuff, plumbing fixtures, lights, tile, etc....stuff that usually goes with house flipping
