In my opinion I think seller financing would be my best option.

., You can certainly do a 1031 exchange into vacant land, but you wouldn't be able to use the proceeds for the construction after you take title.One of the requirements of the 1031 exchange is that in order to defer all of the tax, you must purchase at least as much as your selling or more.
