In the initial walk through of a duplex I have under contract, we noticed cracking along the outside of the foundation:We asked the owner about this and they said they recently had an engineer out to assess the foundation and he wrote:  "In this case, however, piers near the front wall are supported by a degraded soil bank.

Dependent on that towns future, many towns have completely died out as industry and commerce dried up.A safer investment would be a growing metropolitan area that has the attributes necessary to grow in the future.

MANY factors involved; vegetation, slope of the ground, soil composition that may/may not absorb the water ... but those areas where it pools, or doesn't have those items listed prior, you may need gutters.
