Now we have renters moving into those rooms, (we moved into the low portion of the house) and I am nervous about how I should heat them, I want to add electric wall heaters with thermostats to maintain 72F but I am afraid the tenants will get crazy with the heat and I will be stuck with the bill.

You can make small upgrades (painting walls, staining banisters, replacing carpet, etc.) yourself and after a year rent out the whole place for $1300 or attempt to continue to rent by the room for higher cashflow and buy another one with the same process.

So, the city sees the trash bin and they catch him remodeling the entire building without permits.Now, that walls are opened in the building this fool finds out that the entire 25 units needs new water piping and new drain and sewer pipes underneath the entire building.

In addition to the toilets you can look for water damage on the walls, floors, ceilings, etc. in case there is a broken/leaking pipe somewhere.
