The previous owner ripped down all the old Lath & Plaster in the lower unit and slapped on drywall without insulating the walls (according to the neighbor) which hasn't helped the heating situation.

They owned their own home free and clear, but because they were living hand to mouth they let their insurance lapse, and since there was no mortgage company to force insurance coverage, they had continued no insurance for a period of time.The fire started not in their home but in their neighbors house and quickly spread to their home which was very close to the neighbors house.

I would be careful not to specifically say "curry" - perhaps using "strong cooking odors, such as fish, spices, incense, perfumes, and other smells that may linger and bother neighbors."
