If the tenants are month-to-month, changing who pays utilities could be as simple as sending them a 30 day notice of a change in terms of tenancy advising them that they’re now responsible.

I would start by calling the local zoning office or whoever sent the notice and discuss exactly what the notice means and then if needed I would reach out to an attorney.
