If the tenants are month-to-month, changing who pays utilities could be as simple as sending them a 30 day notice of a change in terms of tenancy advising them that they’re now responsible.

They have to give you a 30 day heads up and the lease will end at the end of the month where the 30 day notice will expire.I just had to explain this to my landlord in San Diego who had never heard of this Act.
