The majority of underground tanks (up to 80%) leak and if it does then you have soil and potentially ground water contamination to deal with.

@Chris Adams you're probably right that in your area it is different than in Georgia.With that said, in Atlanta the water company is also owned by the city and the law here states:(c) A public or private water supplier shall not impose a lien against real property to secure unpaid charges for water furnished unless the owner of such real property is the person who incurred the charges.

The condition is clean, but needs a new hot water heater, new A/C unit, new appliances and carpet and paint.

We try to take the path of least resistance and if they want cash and a quick closing we don't argue with them or overcomplicate it.

I've found, when I show houses that have not been upgraded I encounter purchase resistance.

Are the gutters even in the right location for water drainage and the adequate size??
