What software do you use to find targeted property owners and their contact information (email addresses specifically)? 

I agree: contact the presiding local municipality(s) and confirm the process and requirements.

I have spoken with 2 others so far and have verified at least a dozen others that I am trying to make contact with, so that we all can get together and engage the authorities. 

I life in Philadelphia, but fortunately I still had the contact information for someone who had taken pictures for me of properties when I was in the process of buying.

If anyone has any contacts or suggestions to finding a contractor, please feel free to share. 

I would send a certified letter stating what you plan, timing and how to contact you.  

I have contacts for couple of agents but I welcome any recommendations as well.
