Has anyone in unincorporated areas of San Diego County (Fallbrook, Bonsall, Valley Center, etc.) ever applied for/been approved for dividing your lot?

A wall added to divide the living area from the bedroom and an egress window in the bedroom.I have not priced out for the area but I assume I can rent it out for 600/700Looking to see does this blur the lines of house hacking or is this considered a full on "ADU" within the property.

I’ve been looking into setting up a RUBS system — probably billing tenants back for about 75% of the total monthly water/sewer bill, divided equally among all occupied units.I’ve read that some cities in Ohio (like Cleveland) prohibit or discourage RUBS, but I haven’t been able to find anything specific in the Euclid municipal code.
