Our county, Buncombe, considered enacting some STR regulations a few years back but backed down once the threat of lawsuits became real.  

In Cleveland they have enacted Residents First, which translates into a narrative that out of town landlord are "evil"    They also enforce a Lead Safe Certification Law which requires that all rentals built before 1978, must pass a Lead Risk Inspection every 2 years.   

Their arguments were # 1  that a NON EXISTING ENTITY cannot bring a collection action and # 2 well over 20 years of time had gone by with no attempts to collect on the Debt owed to the Mortgage and Note holder.

Some states have enacted this into law now. 

If they were the broker, I would attempt to reach out to the lender & their draw department and seek guidance asap. 

Im Curious on where you found them and how they're working out for you, really attempting to step up my off market outreach. 

Typically I do not recommend attempting to negotiate and then go with another lender if they can meet what you asked for though.
