Can I legally use credit score as the sole reason to reject tenant with HOUSING VOUCHER in VIRGINIA?

Just won a bid at auction.com and my lender provided me with a preapproval but they rejected it saying that it cannot have any condition on it, is it possible por my hard money lender to give me one with no condition?

No lender should agree to this. 

Some DSCR lenders, especially smaller private ones, will underwrite based on actual income if you show stable rent history (usually 3-6 months).If you go straight to a conventional or big-box DSCR lender, they’ll likely discount the income or reject the deal outright.
