Cost: What is a realistic cost-per-unit for getting a distressed C-class property up to the City's current point-of-sale/Certificate of Occupancy standards?

Save the $3k each month, build a cushion, then move out after a year and repeat. 

I could very-well close more deals, but I have a lifestyle business. 

But if you don't have a number to quickly rule out a deal you will be wasting a ton of time evaluating deals that will go no where.
