Positive is that they are passive, but the negative is that you are locked into low returns 5-7% range. 

On the negative, we are about to enter the 4 slowest months of occupancy.   12% occupancy for Oct is not good.  

Speaking with a client just yesterday, he had a property he bought to OO. 

.- This is why submetering systems are installed in larger aparment buildings.As others have said, speak with some of the PMCs in the area - starting with the one currently managing the property.Also, call the city about permits, violations and fines.Lastly, go talk to the neighbors to see what they know.

Negotiating and making offers is the biggest weakness of so many agents but it's because their sales is weak.Not trying to sound negative, but it's amazing to me how many times I've talked with an agent and they'd say, "oh there's no good deals out here."

Where are the negative impacts of crime, traffic, lack of infrastructure, etc that could be hindering growth, cash flow or appreciation rates? 

After taxes and a few other relatively small expenses, I am about $1,000 in the negative.
