Can you catch rain and store in the black water tanks like what you would see in Caribbean countries?

I am Catherine and I'm working in the LLC, Blackwater Trading.I'm working under and learning from the Lee Arnold System of Real Estate Investing.I'm looking to learn from experienced Note Brokers.

Friday night my mothers house, which is located between Blackwater road and the Comite River, took on 4' of river water.

Black water goes through a sump pump to get uphill to the street, and I'm budgeting for a complete replacement.I'm working through a realtor. 

One issue with RV's, for example, is do you remove the gray and blackwater tanks and make utility connections permanent? 

I could always empty the grey and black water tanks into one of those wheeled tanks every so often while I have someone staying in my place. 

I maintain the roof and the black water drain. 

The worst case would include mold remediation, sagging flooring, woodrot, drywall damage, depending on water type - clean, grey, black water - foundation damage and/or repair.

I checked our installation price list and the pre-plumbed option is $4000 for grey and black water plumbing in addition to hot/cold plumbing with a hot water heater.
