We build up a credit in the summer and burn it off (baseboard electric heat!!)

On Propane, but has electrical by utility.Im well aware of the mechanics i..e., sidewalks, streetlights, storm drains, etc. 

I need to add a shower, reroute some plumbing, maybe electrical, and redo a wall in the interior.

I have have a few commercial units that will benefit before electric and water submeters but these best to be cellular and not dependent on tenants' having wifi at all times.

They are cheaper to run than electric baseboard heaters, I know that firsthand from experience in RI. 

New kitchen, bath, floors, paint replaced electric baseboard heaters, parged/ painted the lower half of outside of the home, had a slight water issue on 1 side of basement so waterproofed and added sump pump for precaution.
