If they are on a third party payment plan for water they are probably going under economically. 

What are other investors in the area paying annually per unit in insurance (approx range) and water + sewer + trash?

Steadily said, "we don't insure in the Puget Sound area because of being close to water" Seriously... are they worried about hurricanes in the Puget Sound. 

The home has minor water damage in a bathroom.

The lease states the landlord is only responsbile for water only.

I paid him via Zelle.The next guests said there was standing water in dishwasher on checkout day.
