I think the point is that it obligates OOS landlords to at least provide a slightly better bare minimum service Yeah there are those out there that will milk a property dry and not try to fix anything, but i believe those are exceptions not the rule.

But most people who would need this kind of "HELP" are the same ones that can barely make a decision and are overwhelmed by their stuff and lack of maintenance and I can't imagine working with them still on sight/ living there.

If you purchase bare land with the intent to hold onto it for the sake of appreciation down the road, that's also fine.
