If they’ll stay, pause upgrades that don’t move rent meaningfully and preserve cash for the rehab window.

If I were you I'd wait until it's vacant to buy, but if you have to do it, I'd try to offer them cash for keys and even offer to throw them a few hundred bucks to get movers. 

Vegas is steadily becoming the next Mini California but the purchase price(s) and taxes are far better in NV allowing for the influx of CA movers and investors buying up properties.
