The problem is the dog smell coming through the vents and making the lower apartment difficult to rent.

I smell an opportunity coming - maybe.  

Cats are okay, but the damage they cause with stains and smells is hard to ignore.

Is there really a way to do this when there are no warm body people to sign for the trust besides the bank? 

@Bala Nagarajan  The marijuana smell just sticks to them even when they are just around it.

That smells like 'scam' to me.

As you've stated, it's difficult to prove your tenants are the source of the weed smell.
