Further, the seller who wants the buyer to be able to complete the transaction will screen the buyers so that he eliminates the people with no chance of successfully concluding the option, whereas the seller who wants to keep the property will sell to just these type of buyers. 

It was then I realized that these 197 “buyers” would NEVER buy any property, and decided to identify REAL buyers (or sellers) early and work ONLY with buyers, sellers and deals that COULD be successfully concluded. 

However, we concluded that we won't go for that property because the population and rent is decreasing that area.  

I think that the guy was simply trying to let you know that he was interested still to see if someone was willing to change their mind.
