Good neighborhoods in Tyler & Edinburg

Hi everyone, 

We are newbies to RE investing and pretty interested in the Texas markets (husband is from there and it's also a landlord friendly state) - Tyler, Edinburg-McAllen and San Antonio.

Is now a good time to start investing in these? Prices don't look great for good cash flow right now. 
Which neighborhoods (zipcodes) are good for getting renters here?
