Looking to start a small RV park on 15 acres in Texas.

We are in the process of acquiring 15 acres of property with highway frontage in order to build an RV park, so my wife can retire from her job and be closer to take care of elderly parents and a disabled nephew. A septic system will need to be installed, tank and field only. The maximum size per system is 5k gallons, and we have class 3 soils. The highway really is the road to the Rockies, although there is no real attraction nearby. There is a 24 hour truck stop, and an RV trailer dealership and repair facility on the other side of the highway nearby. We want to build some neat buildings for glamping, and pull throughs. I know the cost of the property, and have a survey, but that's it so far. We really have no idea what we are doing, and really could use some advice and guidance!
