Investing in Geneva, OH east of Cleveland??? Good or Bad Idea?

Hey guys! I currently own a duplex in Cleveland that's doing well, as well as a house in Marion, Oh that's rocking but just came across a deal for 15 doors in Geneva which is an hour east from Cleveland and was wondering if anyone has any experience out there? The city itself is small with only 5800 people and the population has been on decline since the 90s. 

I'm a tad concerned dropping 750k on 15 units without some kind of signs of population increase or stabilization. Does anyone have any thoughts or knows that market? thanks so much in advance

Might be viable.
1. It's pretty rural so fewer places, fewer tenants.
2. Has a decent town square with access to geneva on the lake.
3. some economic drivers. - Hospitals

4. MLS is showing two rentals completed in last two years, a 1 bed for 500, and a 3b SFH for 1000.
