How to determine quality probate Leads?

My question is how do i determine a quality probate leads? I do know that if there is a will and there is a petition the executor is trying to liquidate his/hers assets and is going through the probate process. As well as the administrator is someone who is appointed as an PR.  Between theses two should i target leads that have a will or ones that were assigned as administrator?

@Ivan Nevarez We don't know until the proposed PR is appointed. Since all probate laws are by state, it will depend on where the probate is being administered and the capacity, powers and authority that they seek and are granted.

An informal summary probate has the advantage of a short(er) duration but does not provide for any interim powers to sell until distribution, unlike a formal probate.

Your best course of action is to seek to connect with PR 's having big issues that are difficult for them to solve. These catalysts include foreclosure, defaulted property taxes, and similar time-sensitive problems that typically end up in asset liquidation. 

If you're starting in real estate and trying to generate leads for others, you'd do well to approach from the foreclosure side first and scrub deceased second, in that order.
