Value of a house

Someone is selling a house 390,000. I went to the tax assessment site and notice he brought in 2004 for 220,000. The house has been renovated such as new carpet, washer and dryer, stove etc. Is 390,000 too much for the house. Can the value of the house go up that much in 2 years? Do I go by the assessment site :groovy:
