2 houses, same street, CRAZY tax differeces.... help??

Ok there are two houses for sale. One house is located at 211 Grand Ave, the other is located at 220 Grand Ave. According to public records both the properties are worth about $55,000. HOWEVER, according to public records the house at 211 Grand Ave has annual taxes of $1400 per year. And the house at 220 Grand Ave has annual taxes of $3200 per year.

This makes no sense to me. Both the houses are valued about the same, are about the same size, and look about the same, yet there is a huge difference in the property taxes between them. Why? Can someone explain this to me?

How am I supposed to make properties cashflow if the taxes are ridiculous?

The house with the lower taxes is for sale for $29000, and the house with the higher taxes is for sale for $15000.
