Just started my direct mail campaign! Should I start a web site? Right now since cash is tight I'm only sending out 300 within 5 miles of my residence hope things will go well I think next month I'll send out 600 and keep going until I hit 1000 a month. Good plan or not?

I would wait on the website and continue to increase your direct mail since you have already started.  Websites can be expensive to build out and are basically invisible unless you are going to put considerable marketing dollars behind them.  If cash is tight, work the lists and leads you have.  Based on my experience and conversations with the direct mail veterans, you should aim for a minimum of 500 mailers a week unless you have a very targeted list.
