Newbie Seeking Feedback on GA Quit Claim Deed

Hi there!! Im a newbie and just went under contract for my duplex. So, now I'm interested in purchasinag the two homes beside it since they are blighted property. I was able to reach the legal agent that represents the company that paid the back taxes on the property. He I can pay him the fee the company paid to catch up the taxes and then he would Quit Claim the deed to me. So, I'm interested in becoming the owner and he said once he quit claims the deed to me, I would be able to take ownership by sending notice to the owner. If they don't respond, I would be able to foreclose on the property. Is this true? If i purchase a Quit Claim Deed, does the owner still have a right of redemption? Also, would I be able to foreclose if they don't respond to my notice after 30-45days?
