1st Property! Rent Control-Charge for Parking

Hi! My fiance and I just signed the papers for our 1st 4-plex (tear) in lovely Los Angeles, CA. The old lease is horrible; no security deposit, low rent, etc. The rent control does not allow for much wiggle room as far as upping rent in any way. However, we want to rehab the place and turn the lot parking into carports. Under the current lease the tenants do not have to pay for parking. However, if we add the carport and an automatic gate, can we charge for parking? Any and all advice appreciated :)
